The Chief Operating Officer (COO) has overall operational management responsibility and financial oversight for the organization and must develop and implement strategies to maximize operational efficiency and the continued financial health of ICIJ. The COO is responsible for oversight of ICIJ’s administrative functions, organizes and coordinates inter- and intra-departmental operations including finance, human resources and information technology/management as it relates to the operations. Responsibilities include: developing strategy and goals; implementing strategies that keep ICIJ’s staff aligned, focused,motivated, and high-performing; and modeling ICIJ’s values and encouraging the same from all team members. Responsibilities do not include technology involved in editorial content production.
The COO reports to and partners with the Director, and works in tandem with the Chief Development Officer (CDO) to achieve the financial goals of the organization. The COO also works closely with the Board Treasurer and, along with the Director, liaises with the Finance, and Human Resources committees of the Board of Directors. The COO works with the Director to represent the organization to external stakeholders, including funders.
Principal Duties and Responsibilities:
Human Resources and Information Technology
Ensure cohesive leadership at the senior level so that the organization’s day-to -day operations are efficiently administered.
Create and implement organizational systems and infrastructure to support the organization’s growth.
Provide strategic recommendations to the Director on recruitment, retention, leadership development and organizational equity goals.
Coach supervisors at all levels on leading and managing staff and contractors.
Design and implement human resource and IT policies and procedures and ensure that staff and contractors maintain personnel record systems and documents in accordance with applicable laws.
Manage Human Resources and IT staff and/or contractors.
Strategic management of the organization’s finances
Provide strategic recommendations to the Director based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis.
Develop, monitor, and revise short- and long-term budgetary planning and cost management in alignment with ICIJ’s strategic priorities; work closely with the Director, CDO and Managing Editor to monitor and develop the organization’s budget.
Work closely with the CFO to:
direct budgeting, audit, accounting, financial reporting, and risk management activities. Communicate and implement overall financial strategy.
proactively manage cash flow and forecasting, and ensure maximization of accounting software.
design and implement fiscal policies and procedures (internal controls) and ensure that staff and contractors maintain financial record systems in accordance with Generally Accepted Accounting Principles.
ensure organizational compliance with government grants, regulatory tax filings and audit requirements; coordinates annual audit activities.
Manage the generation and distribution of accurate monthly, quarterly and annual financial reports for the Director, Executive Team, Board of Directors and other audiences as required.
Provide strategic oversight of ICIJ’s service revenue processes to optimize revenue.
Manage the acquisition and operations of the physical space in the U.S. and eventually overseas.
Maintain appropriate insurance coverage for employees and office space, and immediately notify carriers of all potential claims in order to mitigate risk.
Develop, communicate and implement Document Retention policy.
Review 403(b) plan design and investment programs annually and ensure timely annual filings.
The successful candidate will have strong interpersonal skills, be committed to workplace equity and have a keen sense of the role that journalism plays in exposing abuses of power and prompting change. Journalism experience is preferred, but not required.
Bachelor’s degree and a minimum of 10 years of experience in business, nonprofit management, communications or other related fields.
Eight to ten years of demonstrated leadership experience in operations, budget planning, talent management, preferably in a nonprofit organization.
Results-oriented with superior skills in organization, planning, and attention to details.
Excellent analytical and problem-solving skills, with experience interpreting a strategic vision into an operational model.
Strong business acumen.

This is a full-time position we hope will be based in our Washington, D.C. office. Flexible scheduling will be required, with some weekend and evening hours as needed.
