The Supplemental Nutrition Assistance Program (SNAP) Nutrition Education and Obesity Prevention Program (SNAP) Sr. Nutritionist will be a lead team member in the Western Region SNAP program in cooperation with the SNAP-Ed Program Manager/Supervisor.
Responsible for strategic and innovative planning, development, coordination, implementation, evaluation, and guidance for the Western Region SNAP program. The Sr. Nutritionist will provide nutrition educational programming and community outreach through workshops, demonstrations, and one-time lessons. Guide, lead, and assist with programming conducted by other SNAP educators to ensure programs reflect the current needs and the diversity of people within the Western Region and that programs conform to the objectives and mission of Cornell Cooperative Extension, the SNAP program, and the Association. Train staff on curriculum and programming tools to support standardized, evidence-based implementation of program.
Maintain existing community partnerships and collaborations already in place and facilitate and foster new collaborations to bring together agencies with the goal of achieving sustainable policy, system, and environmental change in line with program Plan of Work.
This is a 1.0FTE grant-funded position. Funding for the Supplemental Nutrition Assistance Program (SNAP) program is through the United States Department of Agriculture (USDA) and administered by the Federal Food and Nutrition Services (FNS).
REQUIRED QUALIFICATIONS:
* Master's degree in Nutrition, Health Education and/or Public Health or related discipline.
* Experience relevant to the role of the position.
* Ability to meet travel requirements associated with this position.
* Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
* Ability to clearly communicate (speak, read, and write proficiently) in English.
* Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
* Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.
* Ability to communicate effectively, clearly, and tactfully through verbal, written and electronic methods.
* Ability to present effective and relevant educational lessons to target audiences (one-on-one and group) and work with diverse audiences of all ages maintaining cultural sensitivity.
* Ability to plan and organize personal work responsibilities according to priorities developed with the immediate supervisor.

PREFERRED QUALIFICATIONS:
* Registered Dietician.
* Two years related volunteer or work experience relevant to the role.
* Ability to clearly communicate (speak, read, and write proficiently) in Spanish, Arabic, Bengali, Burmese, or other language commonly spoken in Erie County.
* Background or course work in leadership, management, education, grant writing/management and non-profits.
* Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
* Familiarity with purchasing and preparing foods, utilizing business expense accounts and pragmatic use of resources.
* Familiarity with reviewing and following recipes and assure compliance to federal and state guidelines.
ESSENTIAL FUNCTIONS:
Program Assessment - 15%
* Develop program needs assessment within the scope of the grant requirements, statewide Plan of Work, and the Association Plan of Work.
* Apply subject matter knowledge to conduct needs assessments.
* Identify local and regional program needs with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
* Make recommendations for programmatic offerings, enhancements, and/or improvements based upon assessment.
* Maintain direct linkage with Cornell University faculty and program for program assessment guidance.
Program Development - 25%
* Apply subject matter knowledge to develop high quality nutrition education strategies and programming to meet identified needs within the county, region, and to meet grant requirements.
* Apply in-depth subject matter knowledge to create lesson plans and adapt established curriculum and materials to meet program objectives.
* Develop policy and environmental change initiatives within the county and/or region.
* Research, identify and select existing resources (teaching materials, games, etc.) for the SNAP program.
* Make programmatic changes based on program evaluation outcomes to meet the need of diverse program participants.
* Assist in multidisciplinary team efforts to develop program to address priority issues.
Program Delivery - 20%
* Teach the targeted number of both adult and youth participants in the SNAP-Ed Program ensuring that required program client numbers are achieved quarterly and annually.
* Deliver high quality educational programming to individuals and groups utilizing existing SNAP program materials and resources.
* Implement SNAP educational programing and program activities in support of other nutrition programming efforts as identified/needed to support the established Plan of Work.
* Serve as a subject-matter expert in the area of nutrition to staff, other nutrition educators, participants, community organizations and the general public.
* Provide SNAP and Nutrition program education information to bring awareness to the public in the form of impact statements, articles for progress/annual reports, and news releases, etc.
* Deliver educational programs to train new SNAP-Ed staff including on-going in-service, mini-curriculum- specific tutorials and topical educational programs to train frontline educators.
* Provide SNAP educational programs via mass media.
* Work to foster acceptance of the SNAP and SNAP-Ed Programs, methods and policies while addressing community and individual needs and considering diverse audiences.
* Assist in multi-Association team efforts through joint planning and implementation of multi-disciplinary programs and program activities to deliver the SNAP program.
* Serve as a team member and cooperate with the entire Association and nutrition program staff to achieve SNAP/Nutrition grant delivery goals as well as overall Association goals.
* Represent CCE before the public, participants, community leaders, government officials, Cornell, or other land grant universities in a professional manner as part of program delivery.
Program Evaluation - 10%
* Develop program evaluation framework and tools based on subject matter knowledge to measure program impacts and gain input/insight for continuous improvement.
* Interact with program participants, advisory committees, Cornell program specialists and faculty, county, and community leaders to obtain evaluation data for programs.
* Analyze and interpret collected program data for reporting and program improvement purposes using standard, established policy, procedure, and methods.
* Recommend and make changes/improvements to strengthen and improve programmatic offerings.
* Communicate evaluation results and findings to Supervisor and/or constituents as appropriate.
Administrative Direction - 10%
* Determine program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
* Plan the structure of delivering educational SNAP programming via various methods.
* Identify and make recommendations for policy and environmental changes to address identified gaps/needs in the community, county and/or region.
* Identify and plan educational programs to train other SNAP educators.
* Develop community partnerships to encourage the incorporation of nutrition education programming and special events in classrooms, after-school programs, and other appropriate venues.
* Identify coalitions or appropriate partners with whom to collaborate on policy and environmental changes to address community gaps/needs.
* Develop and plan marketing strategies to reach target audiences and meet program objectives through public relation initiatives including networking/collaborating with government, economic, educational and community organizations.
* Plan promotion of public events and programs including, but not limited to, assisting with mass media efforts related to upcoming events and programs such as National Nutrition Month.
* Assist in identifying, developing, and securing community and fiscal resources for program continuance and enhancement.
Administrative Management - 10%
* Implement policy and environmental changes to address identified gaps/needs in the community, county and/or region.
* Identify activities and resources needed to carry out program priorities and goals in consultation and collaboration with supervisor, program committees, staff, Cornell faculty, agency partners, and other community constituents.
* Solve problems and resolving conflicts that arise within the 4-H Youth Development program utilizing appropriate policies and procedures.
* Monitor program to ensure conforms to policies and objectives of the Association and funder Plan of Work.
* Monitor program financial status to ensure compliance with funding requirements, grant specifications, and adherence to Association strategies/Plan of Work.
* Assist with the monitoring and review of program financial reports.
* Effectively manage program budget allocations. Assist in identifying ways to reduce costs and maximize existing resources.
* Lead implementation of marketing initiatives including social media and mass media in the county and/or across the region
* Provide leadership for the supervision, direction, and evaluation of assigned staff providing constructive feedback and overall performance management fostering the development of confidence and competence in program delivery and interaction with diverse audiences. Support the staff in maintaining inclusivity in all activities and functions. Seek guidance and advice from Supervisor and/or Executive Director, as necessary.
* Manage and direct the work of assigned staff in the delivery of appropriate, established educational programs and activities.
* Identify SNAP staff development/training needs.
Administrative Coordination/Operation - 5%
* Coordinate identified administrative aspects of the SNAP program including, but not limited to: preparing correspondence, maintaining files, maintaining participant records, etc. ensuring confidentiality of all information.
* Recruit the targeted number of both adult and youth participants in the SNAP program.
* Utilize effective marketing and communication strategies in the promotion of SNAP programming to include, but not limited to, print media, news media, social media, multi-media efforts and the environmental change initiative in collaboration with other nutritionists.
* Actively participate in nutrition advisory committees, as necessary.
* Coordinate marketing and promotion of nutrition resources through public relation initiatives and networking/collaborating with government, economic, educational, and agricultural organizations.
* Coordinate special events and work with other educators to coordinate food demonstrations at various venues throughout the Western Region.
* Reach out and connect with media and elected officials for events. Prepare press releases, articles, and letters.
* Assist Supervisor in the preparation of funding proposals to secure additional program funding.
* Coordinate, compile and organize existing program resources and program materials.
* Maintain records, complete reports, accurately collect and prepare paperwork as required for the program evaluation process.
* Prepare materials for grant report submission to meet funding agency requirements.
* Prepare reports, impact statements, and success stories on program progress and accomplishments as requested.
* Assist with implementing staff scheduling to ensure program needs are met.
* Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.
* Prepare and submit accurate program related expense receipts as required.
* Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.
* Maintain confidentiality of all information and data collected, accessed and/or maintained.
* Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
* This position requires the transport of self and/or program materials/resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5%
* In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
* Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
* Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
* Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
* Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.

Annualized wage $51,500 to $52,947 commensurate with experience.
