JOB SUMMARY
Under administrative direction of the Recreation Manager, plans, organizes, coordinates, implements, and directs recreation programs for the City of Clive. Programs are provided for a variety of ages and types that include but are not limited to: seniors, adults, and youth. This position provides a variety of recreational programming that may include, aquatics, cultural arts, physical activities, special interest classes, youth and adult sports, wellness, and other program areas as needed. Recruits, hires, trains, supervises, motivates, evaluates and manages part time and seasonal recreation staff. Provides guidance into short and long range department planning and budgeting, assists in the development of staff training, and offers assistance with other staff projects for the department as needed. Coordinates with department maintenance staff for the proper care and management of recreational facility needs.
JOB FUNCTIONS
REQUIRED DUTIES
Plans, develops, coordinates, implements, evaluates and as necessary staffs recreational activities and events for the City of Clive.
Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; hires, trains, motivates, and evaluates assigned staff; review progress and directs changes as needed.
Provides leadership and direction in the development of short and long range plan; gathers, interprets, and prepares data for studies, reports and recommendations as requested by the Recreation Manager; coordinates Recreation Division activities with other city departments and agencies as needed.
Provides professional advice to others; makes presentations to city council, civic groups, park board, and the general public.
Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Recruits and hires seasonal and part time positions, provides supervision of staff, evaluates staff performance, and leads required training for staff as needed.
Assures assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepare annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Requests materials, supplies and parts as needed to maintain departmental operations and approves payment of departmental bills in accordance with established policy and procedures.
Coordinates with supervisor and maintenance staff for the care and management needs for assigned city owned recreational facilities.
Supervises sessions, classes, programs, workshops, leagues, and special event activities for persons engaged in recreation programs.
Responds to public inquiries about recreation programs made by telephone, social media, written or emailed correspondence, in person contacts and during public meetings.
Prepares for publication a variety of brochures, calendars, letters, posters, news releases, flyers, social media and related communications regarding recreation programs.
Responds to public or other inquiries and concerns relative to City policies and procedures. Evaluates issues and options regarding departmental operations and makes decisions and recommendations.
Attends approved seminars to improve abilities, evaluate new ideas and to receive necessary continuing education.
Manages contract agreements with vendors that provide recreational services and programs.
Represents the city in various metropolitan area organizations and meetings as assigned.
Regular attendance and the ability to work evenings and weekends is essential for this position.
OTHER JOB FUNCTIONS
Participates in recreation association professional development activities.
Serves as a member of various employee committees, as assigned.
Medium work requiring the exertion of 20 to 50 pounds of force occasionally and/or 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly.
Environmental Conditions
The work is performed part time in an office environment, and part time in the field. The job requires sitting and standing for extended periods of time and the work may expose the employee to unpleasant social situations and significant work pace pressure and at times irregular work hours. May occasionally perform outside activities such as running errands, etc.

Computer hardware and software, general office equipment, print and electronic reference materials, telephone, fax machine, postal equipment, and copier.

General knowledge of safety precautions associated with local and state safety requirements. Considerable knowledge of the equipment, facilities, operations and techniques used in community recreation services.
Ability to develop, coordinate and direct varied activities involved in recreation services; thorough knowledge of various computing software and equipment, Internet searching techniques and print and electronic reference sources and applications.
Ability to perform all job duties safely and in accordance with applicable rules, guidelines, policies and training.
PHYSICAL AND ENVIROMENTAL CHARACTERISTICS
EDUCATION, TRAINING & EXPERIENCE
Education Required
Bachelor’s Degree from an accredited college or university with major course work in recreation or related field of study.
Experience Required
Minimum of three years of increasingly responsible experience planning and coordinating recreational activities.
REQUIRED SPECIAL QUALIFICATIONS
Shall possess or be able to obtain a valid State of Iowa driver’s license and have a good driving record for the past three years.
First Aid and CPR Certified or ability to obtain within the first six months of employment.
CPRP Certification - preferred

Additional Essential Job Functions
1. Works under the general supervision of the Recreation Manager. 2. Performs duties as assigned relating to the operation and management of the Clive Aquatic Center. 3. Oversees and coordinates the recruitment, training, scheduling, certification, motivation and performance of season aquatic staff for swim lessons and aquatic center operations. 4. Ensures all appropriate water, environmental, health and safety standards are maintained; ensures pools are compliant with all local, state and national requirements, including Model Aquatic Health Code, and current on all necessary certifications required for operation. 5. Develops, implements, and oversees a variety of educational and recreational aquatics programs for people of all ages. 6. Participates in and teaches aquatic and safety certification training sessions as necessary. 7. Participates in the development and management of annual operating budgets and provides fiscal feedback to supervisor. 8. Prepares statistical reports on a monthly basis, and prepares data and narrative that will be included in annual reports. 9. Represents the organization at various community and/or business meetings, committees, and task forces. 10. Develops marketing materials for programs and facility operations. 11. Schedules all pool activities and private rentals. 12. Develops lifeguard deck rotational system for monitoring the pools and all other pool deck operations. 13. Performs regular safety inspections of pool and equipment to reduce hazards and provide maximum safety to patrons. 14. Organizes aquatic concession program. Maintains records, monitors daily deposits, and coordinates with Finance on concession financial management issues.

Special Requirements
1. Certified Pool Operator (CPO) and/or Aquatic Facility Operator, or ability to obtain within first six months of employment. 2. American Red Cross CPR/AED/First Aid and Lifeguard. 3. Certification in Lifeguard Instructor (LGI) within first year of employment. 4. Certification in Water Safety Instructor (WSI) within first year of employment. 5. Clive is an old community, but a young city. Maps dated in the 1870's first show Clive as a small settlement clustered around the intersection of Walnut Creek, the railroad and a county road. The community was an early rail shipping point and coal mining area. It was platted on January 18, 1882 by the Union Land Company. Two of Clive's first buildings still remain: the Railway Depot at NW 86th Street and Swanson Blvd. (built around 1882) and Swanson Grocery at 8641 Swanson Blvd. (built in 1911). The name Clive purportedly came from British General Robert Clive, who served in the late 1700's as administrator and founder of the British Empire in India.
