About the Position:

The Office of Institutional Effectiveness and Planning (OIEP) is seeking a Database and Integration Specialist to fulfill its on-going efforts to build data integration and warehousing solutions to support both business intelligence and analytical applications for decision making in institutional effectiveness and planning.

The position provides technical expertise for the development, maintenance, and documentation of OIEP Oracle databases. The work on dataset creation is essential to support the development of dashboards and data visualizations which provide both critical access and easy to use tools for university leaders and other campus end-users. These dashboards provide a critical tool for university leaders to use OIEP data in their decision-making.

The Database and Integrations Specialist will work in the office on the Fairfax Campus following CDC COVID 19 Guidelines and will be eligible for consideration for partial telework and an alternate work schedule.

Responsibilities:

Reporting to the Associate Provost for Institutional Effectiveness and Planning, the Database and Integration Specialist will:

• Maintain Oracle data tables in OIEP server for utilization in web report development, SAS scripts and/or other office applications;
• Extract data from Banner;
• Create report data tables for deployment to OIEP website;
• Create datasets using both internal and external data sources: e.g. National Student Clearinghouse, Bureau of Labor Statistic, IPEDS, NCES;
• Lead in the creation of comprehensive datasets for use in SAS Viya and other dashboard tools for campus distribution;
• Create, update and maintain written documentation of processes and procedures used to create/update all datasets and tables maintained by OIEP;
• Design, automate, schedule, load jobs from source data (including Oracle databases and Banner) from multi-location databases with data flows and synchronization mapping;
• Provide analytical support for research requests;
• Provide complex analysis in support of academic planning and decision-making to support University strategic initiatives. Consider methods to display data visually, if possible, for broader use by university leaders;
• Support Federal IPEDS and Commonwealth SCHEV reporting;
• Work with Information Technology Services to ensure smooth transitions with upgrades to Oracle, firewall, applications, and other IT issues in order to maintain proper functioning of IRRP and OIEP website tables;
• Assist OIEP staff with computer updates and other technical needs including the maintenance and documentation of computer serial numbers, software, OS versions, and licenses for all OIEP computers;
• Identify appropriate BI/analytics tools and analytical applications for developing institutional research and assessment dashboards;
• Stay at the forefront of emerging issues in higher education business intelligence and analytics by actively representing the University at conferences or meetings.
  
  

Required Qualifications:

• Master’s degree in Computer Science, Information Systems, Management Information Sciences, Engineering, or a related discipline, or equivalent combination of education and experience;
• Demonstrated Oracle application development experience and tuning (i.e., SQL, PL/SQL) and expertise in SQL Developer or other SQL database management tools;
• Knowledge and understanding of RDB technology, OLAP and server tools;
• Knowledge of ERP such as Banner, PeopleSoft, SAP;
• Working knowledge developing complex SQL queries;
• Ability to extract and merge data from multiple platforms;
• Experience using SAS, SPSS or other comparable statistical programs for complex analysis and decision support;
• Working knowledge of web development tools and programming languages (e.g. – JavaScript, JQuery, Coldfusion, Python, PHP);
• Working knowledge of Content Management Systems (e.g. WordPress, Drupal);
• Experience with data visualization;
• Experience involving knowledge and understanding of faculty, staff and institutional research needs;
• Strong written and verbal communication skills with various technical and non-technical audiences, including information technology groups.
  
  

Preferred Qualifications:

• SAS certification;
• Database certification;
• Knowledge of programming in SAS or SPSS;
• Advanced working knowledge of front-end reporting tools such as SAS Visual Analytics and SAS Visual Statistics, and Microstrategy, for easy access to institutional data.

Salary: Commensurate with education and experience.
